The Humanitarian Hub for Community Impact Affinity (CIA) is pleased to announce the signing of a Memorandum of Understanding (MoU) with TOPFORD International Security, a leading professional organization specializing in security, intelligence, national and community-based security, capacity development, and safety training.
The partnership agreement, signed on 15 January 2026 while commemorating the Armed Forces Remembrance Day 2026, establishes a strategic collaboration framework aimed at advancing peace, justice, security, and strong institutions, in alignment with Sustainable Development Goal 16 (SDG 16) and broader national and international development priorities.
Under the MoU, both organizations have committed to jointly:
- Promote peace, justice, and strong institutions in Nigeria;
- Strengthen security awareness and institutional capacity across public and private sectors;
- Enhance community-based safety, intelligence literacy, and resilience;
- Support youth and community empowerment through structured professional security and safety training; and
- Contribute meaningfully to national and international peace and development objectives through coordinated programs and capacity-building initiatives.
Speaking on the partnership, CIA emphasized that the collaboration reflects its commitment to serving as a neutral humanitarian and development hub, facilitating high-impact partnerships that bring together credible professional expertise, civil society oversight, and community-centered solutions to Nigeria’s evolving security and development challenges.
TOPFORD International Security brings to the partnership a strong track record in professional security training, intelligence capacity development, and safety education, while CIA will provide strategic coordination, oversight, monitoring and evaluation (M&E), and stakeholder engagement, ensuring that all joint initiatives align with global best practices and development standards.
This partnership further reinforces CIA’s growing role in convening multi-sector actors to address complex security and development issues through collaboration, professionalism, and sustainability.
Both organizations expressed confidence that the partnership will deliver measurable impact, strengthen institutional effectiveness, and contribute to safer, more resilient communities across Nigeria.
